I think that, with the alternate php server diversifying the code base way beyond the original donation, the number of refactorings already going on and the fact that there is people already in the committer pool coming from different stakeholders, not to mention next committers to be "invited", the project looks relatively mature for a quick graduation. Next ApacheCON looks like a realistic horizon, IMO.
