The only 'correct' behavior here is that everything after /proxy/ should be
treated as the "url" parameter in the non-chained mode.
The query string parameters SHOULD NOT be available independently to server
side code. Additional parameters that the server needs to interpret must be
between /gadgets/ and /proxy/
Chained syntax should always use %rawurl%. The only reason that rawurl was
added was for the chained syntax to work correctly.
