funny windows err message re: SSLEAY32.dll

Looks like this:

Shoes Hidden: shoes.exe - Unable To Locate Component
This application has failed to start because SSLEAY32.dll was not  
found.  Re-installing the application may fix this problem.

I get it while running a packaged version of my application on  
windows.  Installing a copy of shoes from shoooes.net doesn't generate  
the error.

The application goes on and works anyway in spite of it.
