[shogun] GSoC: Fri July 29th update (Plugin/Tags Project)

Hi,

Yesterday I worked on the plugins PR and it is ready to be merged.

Today I'll start new PRs which modifies SG_ADD for tags-parameter and
another one which shows that tags-parameters will work with shogun. I'll
also update my timeline.
