This has been going on for a LONG time.  About 15 years ago when
I was working for a LARGE computer company I met with one of our
managers from Taiwan.  They were doing a lot of "outsourcing"
because his labor rates were so low.

This guy's angle was that he was going to contract for X dollars
to do the work in Taiwan (which was about half the U.S. rate)
and he was just going to pass through the work to China, which
was going to do it for about one fourth HIS rate!  He was going
to be the middle man and make a killing.

FWIW, both the Indians and the Chinese are very well educated
and can do good work if properly supervised.  Nearly all the
big name computer companies have a presence in India.  Having
said that, it is a trajedy what is going on in that profession.

Just heard today on the radio that India is attracting Silicon Valley jobs! And I thought that all that could be produced there were cheap hammers, screwdrivers and one time use wrenches along with shirts that shrink in the first wash and colors that run faster than Bin Laden.
