field. We've also instituted a policy where all cards are signed and turned in, with
spot checks against that day's tee times to ensure all scores have been recorded.
As you say, you are pretty much SOL if there isn't a Committee.
I heard of a system used in Texas where the various tournaments shared results and
they made handicap adjustments based upon a player's results in other events. I
don't have any details.

I haven't played in more than a handful of tournaments in the past six years because of the rampant cheating. The times I played, I went in knowing I was going to lose.
The direct approach won't accomplish much. We have a very little guy (anyone could beat him up) who always plays as a 19 but he is a 13. He told me that the USGA had no control over him and that he didn't have to recognize anyone's handicap system, much less enter scores. So we just avoid playing against him.

I should add that this guy is a nice guy. I enjoy golfing against
him in league. He is very respectful and very complimentary to
playing companions. It absolutely shocked me that he is doing
this. If he was a jerk, it would be easier to really get angry
about it. He is a completely good, nice guy. It really gives me
mixed feelings and makes it hard to know what to do. I hope to
talk to him one-on-one about it. It is only right that I talk to
him and not just talk about him to the Pro and/or others. We don't appear to have a committee. It is possible that we do,

a guy who is the father of the course superintendent (they are not
related to the owner's). He was the handicap chairman at the
course we used to play, so he may be doing the same thing. The
tournament committee is the Pro. In fact, a couple of us were
talking to him about ideas, and he is interested in getting a
member's tourney committee formed to help promote the event (and
other events). This course is only in it's 4th year, with around
300 members. Oddly, most members are very interested in
tournaments, even though they are good golfers. We need some time
to build up the interest and comraderie that other older courses have.

Andy, I think you have observed all the pertinent facts and have drawn the correct conclusions. The kid is cheating and the Pro works for the cheater's dad. I would just boycott anything the kid enters and ask your fellow members to do the same. I would find it intolerable if I were forced to play in competition with him under the guise of using a legitimate handicap system. FWIW.

posted scores. I think the Pro is probably afraid of getting
