I play weekly tournament golf.

We have both individual flighted competition - A, B and C players, gross, net, pins and skins (gross and net) - as well as either a 2 ball or 4 ball gross and net competition as part of each weekly event.

My regular group has a 3, 6, 9 and 12 handicap. We win money in the 4 ball nearly every week. Why? Our 3 and 6 handicap players tend to ping-pong each other and between the four of us we'll birdie almost every hole on the course. Add the occasional eagle on a reachable par 5 and we'll be between 15 and 18 under gross in the 4 ball on any given day.

If the 9 and 12 happen to make birdies, they are often net eagles, so our net score will often be 20 under. We have a couple of guys who are long enough to reach many of the par 5s in two, so eagles are not uncommon, and they are often net double-eagles...

No sandbagging.

Nothing extraordinary.

We'll take this same team to a scramble and go 19-20 under par...

The 4-ball can easily be won by a team with two low handicap players and two double-digit duffers... Don't average the handicaps for a 4-ball event.
