In my version of shorewall this is as:

    if [ $# -eq 0 ]; then
        usage 1
    fi

    PATH=/sbin:/bin:/usr/sbin:/usr/bin:/usr/local/bin:/usr/local/sbin
    MUTEX_TIMEOUT=

    [ -f ${g_confdir}/vardir ] && . ${g_confdir}/vardir


As you can see, it is unconditionally hard-coded.
