And we still don't know what you are trying to do. Are you trying to limit this
one IP to download or upload or both?

download.

The devil here is in the details; if you change your configuration as I
suggested and it still doesn't work, then we need to see the details again. But
it would sure help if you would upgrade your configuration to at least 3.0.4 so
that the output of "dump" includes traffic shaping information.
