Unfortunately, that would break configurations that do the following:

Webmin/DNAT     net     loc:192.168.1.3
DNAT            net     loc:192.168.1.4 tcp     10001
DNAT            net     loc:192.168.1.5 tcp     10002

If you want the Webmin macro to do that, copy it to /etc/shorewall and modify your copy.
