port 8080 is used primarily for proxy servers. Some or many ISP's 
will/can block it is you are not on business link without any 
restrictions. When Shorewall is up, on his default configuration, all 
ports should be blocked unless you open them manually. If port 8181 
works, then most likely the problem is with your ISP.
