I have a similar setup here with two adsl lines. The traffic is balanced
between both the lines and fails-over to the other incase one drops.

I'm guessing you forgot to place the "optional" option in the interfaces
file.

If the shorewall server does the pppoe  then you can just place a "shorewall
-f restart" in ip-up and ip-down scripts. That is what I
have done here. But I suppose for the cable you'll have to go with swping or
lsm.
