The default route is saved during 'shorewall start' and it is restored
during 'shorewall stop'. To make 'shorewall restart' as seamless as
possible, that command doesn't restore/save the default route(s). As a
consequence, the configuration can have changed completely since the
'start' was done so no assumptions can be made about what has happened
in the interim.
