Here's my test case:

tcdevices:

0a:eth0         -       1mbit classify,hfsc
0xb:ifb0        -       1mbit   -                       eth0

tcclasses:

0xa:11 - 10*full/100:50ms 20*full/100 1 tcp-ack
0xb:21 - 50*full/100      full        1 

tcrules:

0xa:11  10.1.10.0/24
0xb:21  -               10.1.10.0/24

Result:
