"cat /proc/net/arp_tables_matches" seems to give the names of all 
available targets, which are in *addition* to the built-in ones (REJECT, 
ACCEPT, DROP).
"cat /proc/net/arp_tables_names" seems to give the names of all 
available arp tables ("filter" is more or less present in 100% of all 
cases).
