if you 'shorewall -vvv check', do you see the following?
Checking /etc/shorewall/masq...
Masq record "eth0 10.0.0.0/24 217.8.50.86" Checked
If you *don't* see that, then what does 'ls -l /etc/shorewall/masq' return?
