Except that on a new Gentoo system, it fails because it does not find
the arptables bianry. However, I *do* see this one:
/sbin/arptables-legacy
That's why I think Gentoo needs to be explicitly told that it should
install iptables-compatible software. Otherwise, it will not and
Shorewall will fail.
