I have the following here from ubuntu stock (16.04):

$ dpkg -l | grep libclutter | cut -d ' ' -f3
libclutter-1.0-0:amd64
libclutter-1.0-common
libclutter-1.0-dev
libclutter-1.0-doc
libclutter-gst-2.0-0:amd64
libclutter-gst-3.0-0:amd64
libclutter-gtk-1.0-0:amd64
libclutter-gtk-1.0-dev

$ locate libclutter-gtk-1.0.so
/usr/lib/x86_64-linux-gnu/libclutter-gtk-1.0.so
/usr/lib/x86_64-linux-gnu/libclutter-gtk-1.0.so.0
/usr/lib/x86_64-linux-gnu/libclutter-gtk-1.0.so.0.600.6

The first two are linked to the third. 

The only stuff I had to install to get the compile going through was:

apt-get install libchamplain-0.12-0 libchamplain-0.12-dev libchamplain-doc 
libchamplain-gtk-0.1
