No.  Under GNOME / GVFS, cameras are mounted as gphoto2: or disk: URIs.
Shotwell will attempt to convert a file: URI to a gPhoto2 camera object, but
the file URI you listed is for a HAL device, not a GVFS mount point.

That's the key here -- you have to be running GVFS to have a URI that can be
converted to a gPhoto camera object.  I don't know enough about KDE to know
if that's possible or how to go about doing it.  You may be running it right
now, but those are not the URIs Shotwell needs to see.
