No. Under GNOME / GVFS, cameras are mounted as gphoto2: or disk: URIs. Shotwell will attempt to convert a file: URI to a gPhoto2 camera object, but the file URI you listed is for a HAL device, not a GVFS mount point.
That's the key here -- you have to be running GVFS to have a URI that can be converted to a gPhoto camera object. I don't know enough about KDE to know if that's possible or how to go about doing it.
