Hi,

Sure tags is the answer. You run into problems because you mix different
information in one tag. Use the tag "pano" and then other tags like for
event, place, ...

If you click pano and the event together you will only see the few
pictures.

This is clear and also compatible with other programs. Unfortunately in
shotwell one is not able to select more that one tag in the left tree
view.
