I *think* it's something to do with the tag hierarchy. I can reproduce
it with existing tags created during import from an f-spot db, but not
with 'test' tags that I've created to try and reproduce it. Strange.
The tags that can show the problem were introduced during import and
have appeared in two places: top-level and in a lower-level, the
'correct' location. I took a desktop recording of the session that sadly
neither flickr or picasa have managed to interpret (even though they
uploaded without any problems). The file is only 4MB so I could email it
if you wish. (produced using 'recordmysession' to an 'ogv' file).
