Fortunately, that still leaves the option to compile it.
OTOH i quickly checked the repo and the schema didn't change between 0.13.0 and 0.13.1 so the db _layout_ (not content) is compatible between the versions (i expect it to be for for stable stuff like paths.. some transformations will probably only work 0.13.0 -> 0.13.1 but not the other way causing crashes and whatnot).
