I just checked something:

I also checked in /usr/share/zoneinfo and Asia/Kolkata does not exist
there.
I guess the package tzdata is way too old. The SHR version is 2007k, but
the newest one is 2009m. I'll open a ticket to request a version bump.
For myself the tzdata package looks too complex too fiddle with it.
