I wrote about something similar some time ago on some list. It happened to me while powering off, and when the phone was charging with WiFi being used. First, a part of the screen became blurry (looked different than on the video, but I can't tell for sure), then I powered the phone off and screen faded to white. My guess was overheating - after taking care not to draw too much power while charging it didn't happen again for a month or two now. I think these are two different problems.
