Actually, that's not true.
The VNC server does NOT need a video card. Neither does it need a
physical mouse or keyboard.
For development of FR applications I start a VNC like this:
Xvnc --PasswordFile=.vnc/passwd :2 -geometry 480x640
The .vnc/passwd file was created with the vncpasswd tool.
