The main reason for duplicates is - even if not true for you as you obviously tried to search for an appropriate ticket - that people don't even try to search at all. New tickets are often posted thoughtlessly and the maintainers have to spent some time to clean up the ticket system instead of being able to work on the project. Thinking and searching prior to submitting new tickets costs time, admittedly.
