Sure. You should find most of your Debian related questions answered
at http://wiki.debian.org/DebianOnFreeRunner and its subpages. Many
packages are already in Debian main archives as well (basically you
can have a working phone by only using official Debian packages +
custom kernel), but some additional, possibly more unstable or
non-released ones are made available via
http://pkg-fso.nomeata.de/sid/allpackages (including SHR). Eg. the
glamo driver there in the pkg-fso repository has DRM support, which is
not available in the main Debian version.

The general problem in packaging is that neither FSO stack or SHR apps
(or E17) is making real releases, which makes it a bit hard to
estimate what should be packaged when, and especially none of those
are very suitable for a Debian release until each one actually ships a
stable, semi-supported release. At least E17 seems "very" near a
release finally.
