I have confirmed this:

Moving directories to c:\web and c:\perl fixed the problem.

Unfortunately, this isn't a solution for us (or probably, many other
Windows users who want to keep their content in one place for the
purposes of backup and other maintenance tasks). However, it's good to
know it works!

The abbreviations I can use with some software (C:\docume~1 and
C:\progra~1) did not work either.

Is there any chance this condition will change in the future, or is
there some other way I can disguise these urls? For example, would
%USERPROFILE% be interpolated from the command line?
