THE STATE POLICE OF THE REPUBLIC OF INDONESIA
IRIAN JAYA TERRITORY
POLICE ANNOUNCEMENT
No. POL. : MK/ 01 /IV/1999
Taking into consideration:
1. The process of socializing the results of
the dialog of President BJ Habibie with the delegates of Irian Jaya who
have called themselves "Team 100" and the formation of organizations,
outposts and task forces of West Papua Separatism have created unrest,
division and fear among the population and if left untended will disturb
the stability and security in the jurisdiction of the State Police
Territory of Irian Jaya.
2. In the effort to keep the stability and ensure the security of the
general public and to direct the people to abide to the laws and
regulations, it is imperative that issue this Police Announcement which is
valid within the jurisdiction of the State Police of the Territory of Irian
Jaya.
Referring to:
1. The Criminal Law Act Article 154 Paragraph 160 and
paragraph 510
2. Government Regulation No. 9/1998 regarding The Freedom of Speech in
Public,
3. Government Regulation No. 8/1981 regarding the Criminal Law Act,
4. Government Regulation No. 28/1997 regarding The State Police of the
Republic of Indonesia,
HEREBY ANNNOUCES:
1. Prohibit the socialization of the result of the dialog of
President B.J.Habibie with the delegates from the people of Irian Jaya which
is being
carried out by the team who called themselves "Team 100" in the whole
territory which is under the jurisdiction of the State Police of Irian Jaya
Territory.
2. Prohibit the formation of the "West Papua National Youth
Organization" and the like in the whole territory which is under the
jurisdiction of the State Police of Irian Jaya Territory.
3. Prohibit the establishment Outposts which are called "West Papua
Outposts" and the like, which are affiliated to the separatism movement in
the whole territory which is under the jurisdiction of the State Police of
Irian Jaya Territory.
4. Prohibit the formation of the Task Force Teams who called themselves
"West Papua Task Force Teams" and the like in the whole territory which is
under the jurisdiction of the State Police of Irian Jaya Territory.
5. Referring to points 1, 2, 3 and 4 above as soon as possible within 3 x
24 hours to be dissolved after this announcement is issued.
