[Sibyl] first alpha of the new pmbitmap/pmpic

first alpha of the new  pmbitmap/pmpic and not worked code of tcp32dll/so32dll are 
commited.
Also fixed findfirst/findnext/getenv bugs.
Also removed code?.as files and moved to msg.inc (fpc only, not for spc!).
