Indeed, and these changes, from -13 -> -14, and, certainly,
-14 to -15, seem quite significant, in particular those in
the introductory section of 6.3.  Can you provide a pointer
to the discussion that led to these changes post WG LC?

Also, given these changes, and in particular the sensitive
nature of their content, I would suggest that the WG fully
re-LC this document after this discussion is revisited on the
mailing list and consensus is reached regarding this topic:

The text you refer to was provided by Steve Kent. I understand that the text was proposed on the basis that the original text did not describe a valid PKIX construct.
