Taking off the SIDR hat for a moment.. I don't think there is currently
policy/practice that allows this. If there is, I'd really appreciate
someone quoting the policy - or providing examples of where this has
happened (non-ERX, non-RIR startup examples)
If transfers aren't currently permitted - there isn't a problem. If
transfers are currently permitted, or might be in the future (see the
"Allocation of IPv4 Blocks to Regional Internet Registries" proposal)
Then I can understand the fuss. I'd just like to know if there is
actually a problem to solve here.
