I don't think this negates the idea of still having the RTA grow/
shrink versus multi-subordinate other-RIR CAs under a RIR TA. (ie
using timed validity to effect a settlement time)
But I'll think on this more - while I accept the role of lawyers in
modern society, I would prefer to not have bloat in the structure
because of them or other organisational effects.
