btw, way back when, kurtis and i asked ripe and apnic for this.  we got
told to submit policy proposals.  we did.  they sat for a year+.  one
day i asked rob austein for it.  we had it late the same day.  

within a month, ripe had invented it.  it seems that the way to get rirs
to do things is to give them something to [re-]invent and plant their
flag on it.  whatever.
