I just have one comment.

        What's the rationale of this change from version 10 to 11?

   used to meet special operational needs.  In such circumstances, the
   announcement SHOULD have a lower preference than that given to Valid
   or NotFound."

        I thought that the "common understanding" was to be more flexible as 
version 10 indicates. For various reasons I think that recommending version 11 
would end up with some problems because initial inexperience in RPKI 
(configuration, operation, etc.) and people being very strict in their policies.
