"The debate is over?" There was a debate? I seem to have missed it. Were
there competing requirements documents? Who authored them? Who was
polled to find real world requirements? How were the final requirements
determined?

We're now slogging through sausage, but it's sausage we could have done
without had we started from the proper end of the problem and actually
built requirements first.
