Dear Alex, The Inelastica code ( http://sourceforge.net/apps/mediawiki/inelastica/index.php?title=Main_Page) has routines (package/SiestaIO) to read TSHS files, however in python/fortran, I guess it should be possible to parse it to C otherwise I think it is possible to interface the python-code directly from C.
