Yes, this will address concerns for resource delegations in economies where 
there is a likely chance a /23 will be required.

In relation to economies with low numbers of peers, the reason I refer to it as 
discrimination is that according to the delegation criteria for IXPs, it states 
that the global routability of the delegation is left to the discretion of the 
IXP and its participants (ref: 
https://www.apnic.net/get-ip/get-ip-addresses-asn/). As we know, anything 
greater than a /24 (i.e. /25) is not globally routable, therefore it prevents 
IXPs in smaller economies from being able to route their IXP delegation if they 
wish to do so. It would be considered unreasonable to allow economies that have 
justifications of a /24 or larger to route their delegations, whereas those 
with a /25 or smaller cannot. We would either need to restrict all IXPs from 
globally routing their delegations, or continue to allow IXPs from smaller 
economies to obtain a /24 (at most).
