Stone is good. IMNSHO, this should be written in stone and very generically. Changing it is neither reasonable nor necessary and it makes about as much sense as the bad old days when the IETF thought they could use RFCs to dictate RIR policy. We all saw how well that went. Address administration is not routing. RIRs do address administration. Network Operators do routing.
