At the moment (pending your next version release) I am neutral on prop-157. Having said this, here are some of my thoughts:
1. If I recall correctly, the limitation on prefix sizes that could be temporarily transferred was designed to support IPv6 deployment. If this proposal is to no longer support deployment of IPv6, it may be worthwhile removing the limitations on resources that could be temporarily transferred. I don't see a technical or policy reason to limit the sizes that can be temporarily transferred.
2. prop-156 is not for uses which are commercial in nature or for commercial use (per the proposal text). If the purpose of the resource requirement is for commercial use then the policy section which prop-156 will be incorporated into cannot be used.
3. The average application timeframe for new resources is approximately 6 working days (2-5 days to evaluate and 1 day to allocate resources). I would think that 5 working days would be sufficient, however this is lacking any secretarial knowledge as to what the temporary transfer renewal process would look like.
