Dear Chairs, The current versions of APNIC-111 or APNIC-128 do not allow the SIG Chair to suppress on-list discussion of a policy proposal that conforms with the SIG Charter.
The only powers granted to the Chair under these policies are *to decide if a proposal is not suitable for discussion at the forthcoming OPM. *The Chair can do this if: * - The proposal is out of scope for the Policy SIG. * - The proposal is insufficiently developed to be the basis for a useful discussion. * - The agenda has already been filled by topics of greater priority. Neither APNIC-111 nor APNIC-128 define the concept of an "start date" for receipt of proposals for discussion at the next OPM. Nothing in these documents says an on-topic policy can be held back for discussion at a later date. Please assign my proposal a policy number and publish it to the list without further delay. I understand it will not be considered at the forthcoming OPM because the agenda has already been filled by topics of greater priority. That's disappointing but the rules allow for it.
