   I've used all dlink cards and hub with my windows and linux machines
with no problems at either end, and they were fairly cheap and work well.

   You could write a little server on your linux machine that waits for a
connection from the mac or win95 machine, and if the modem lock is not
active, dial.  I am unfamiliar with writing software for a mac, but a
win95 client for this is easy.
