If the NTFS partition is a share, the smb client can access it.
Otherwise, Linux can only read NTFS.  Check out:

As far as file sharing and printing, you can share ext2 partitions with
windows boxes.  Sharing an ext2 partition would allow you to change 
file/directory permissions to make them read-only, etc.  There's a quick
and easy way to do sharing using the [homes] section in /etc/smb.conf as
long as:

  1. The username on the linux server matches the windows 95/98 logon name
  2. Windows is set up to send plain-text passwords OR
     Samba has been compiled to use encrypted passwords

If windows isn't configured to use plaintext passwords, you'll have to
edit the registry.  (Windows 98 sends encrypted passwords by default.)

I usually set up user accounts with an smb directory in their home
directory with a reference to %H/smb in /etc/smb.conf.  That way a
clueless windows user won't accidentally corrupt their .cshrc etc.

Sharing printers can be sped up some if the windows settings are to print
directly to the printer.  They'll then get spooled on the linux server
and, as long as that's configured properly, should work OK.
