Re: 2cooltek, I've bought from them (actually just a guy and his wife) several
times (two Globalwin CPU fansinks, 5 Sunon 60mm case fans, and 2 syringes of
heat compound), and I'm very pleased.  He only ships US Postal Service, so
shipping's always reasonable.
Never had any problems.  If the 27 gig drive you're talking about is the Maxtor
DiamondMax 6800 or what not, you probably won't need a drive cooler.  High
platter count, high spindle speed (10k rpm and the like) SCSI drives are the
drives that typically need some
additional cooling.  The Maxtor is only 5400rpm, and consequently won't need any
cooling, probably.  And generally speaking, if you run a P3 without a heatsink
and fan(s), your machine will probably crash, if it even boots, a lot, and your
processor will sustain some
damage.  If you're not planning on overclocking, I recommend you just get retail
processors and use the stock fansinks.  That's cheaper than buying OEM
processors, and then paying even more shipping to get fansinks (which will
invariably be better than what Intel
provides, although Intel's are fine for operation at rated speed).  Of course,
if you're overclocking, the latter makes sense.
