As a temporary solution, I run rinetd on my host on my desk at
school (lore.ece.utexas.edu) which redirects requests on port 119
to news.cc.utexas.edu.  I'd be happy to allow a few addresses
through my firewall that I can verify are owned by UT students.
Unfortunately this only helps those of you with static IPs.

By verify, I guess I could send e-mail to a UT e-mail account for
confirmation.  But even better would be if you have a public pgp
key available on your UT web page so that you could sign your
request e-mail.
