Do you mean a _compiler_ or an _ide_? Big difference there.
If you want a _compiler_, see IBM or SUN for a JDK (or is it SDK
now?). Neither are GPL, but all the GPL Java tools I'm aware of basically
suck (well, kaffee is ok, but it's 1.1 + swing IIRC, and I like the
collection classes in 1.2+ too much to give them up).
If you want an _ide_ see JBuilder foundation from borland if you
don't like Forte. I seem to recall seeing some layout programs for java /
open source ides on freshmeat. Searching there might be
fruitful. Personally Forte and JBuilder are both relatively pleasing to
me; I'd give JBuilder a slight edge in terms of execution speed. Really I
use vim + shell jdk tools though so use a big grain of salt...
