I actually took Gary's "Public policy and the Internet" class during my Master's work. He's a great guy, but I think they've got their facts wrong. He is the Director of the LBJ School's "21st Century Project" which undoubtedly focuses on free software as an emergin technology (I know it's been around for decades, but it's just now emerging as far as the rest of the world is concerned).
Here's his full bio: http://www.utexas.edu/lbj/21cp/bio.html I would say Gary's on the side of Open Source (he strongly supported my one teaching stint at UT when I taught "Linux and Open Source Software" for the Graduate Scool of Library and Information Science. In addition, his internet policy class often contains an eclectic mix of students (not just LBJ school types, but business, liberal arts, computer science, etc.) and he really makes people read and think about some of the issues we Linux-heads support (Internet filtering, national crypto policy, commercial versus free software, etc.). One other comment. While I essentially agree that UT is an MS shop, linux use has increased over the last few years. I managed to replace Solaris and NT with linux boxes two years ago as the machines I had inherited died or were hacked. I know other departments are starting to learn that linux is a cheap and flexible alternative to commercial OSs (cheap and flexible are both good in these days when everybody's budget is getting tighter).
