I'm afraid I won't be accept your pull request in it's current form. It seems quite unintuitive. Why would the user expect to find this functionality in the right click button? It's quite undiscoverable. A more discoverable approach would be to handle drags on the ruler perhaps - but even this needs to be thought through carefully. Also, drawing a balloon rectangle suggests you're going to zoom in on an area, not selecting a period. At the very least we need to support drawing a blue-print engineering dimension style thing. Also, right click is not very helpful for tablet use cases, which are becoming more important in the project. A long press could work - but again I'm not sure anyone would expect it to work that way. One thing we do need is the ability to draw the cursors by dragging the vertical lines in the viewport.
