RaiMan proposed the following answer:
You cannot use c:\Program Files\Sikuli X\ to store your script folders,
because c:\Program Files needs admin privileges for some operations.
this situation cannot be handled by Sikuli internally.
Store your script in a normal data folder like c:\myscripts.
so this should work:
C:\Program Files\Sikuli X\Sikuli-IDE.bat -r c:\myscripts\aaa.sikuli
