RaiMan proposed the following answer:
after you have downloaded/unzipped the offline stuff to the Downloads
folder, you have to run setup in the folder containing the Downloads
folder.
If you are a new bee to Sikuli or coming from 1.0RC3, I recommend to directly
go to 1.1.0:
